Aim and Scope
The aim of "Siberian Journal of Clinical and Experimental Medicine" is to deliver knowledge and experience collected by scientific medical community to readership, to solve new research tasks for improving the health and life quality of population.
"Siberian Journal of Clinical and Experimental Medicine" solves the following tasks:
- gives an opportunity to researchers and doctors to publish the results of their investigations and clinical observations;
- attracts attention to the latest and promising areas of research on the subject of the journal;
- carries out an exchange of views between researchers from different regions and countries, providing maximum openness of publications and their promotion in the scientific information space;
- forms the scientific world view of young scientists, ensuring the transfer of the scientific baton from authoritative researchers
- assists the development of a culture for the preparation, design and presentation of scientific publications in the journal,
- actively promotes the principles of evidence-based clinical practice.

Peer Review Process
The journal uses double-blind peer review based on the content of the manuscript (subject area) and the validity of the results and conclusions (evidence) with a quantitative assessment of the quality of the articles.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediately upon publication. Free open access to research results helps to increase global knowledge sharing.

Peer-Review
- The initial examination of scientific significance, compliance with the priorities and rules of the journal's design, after the manuscript was submitted, is carried out by the scientific editor and the responsible secretary of the journal.
- The journal has the system of a double-blind peer review. This implies that an author doesn`t know a reviewer and vice versa.
- Manuscripts of original articles are reviewed according to the subject area (relevance, scientific novelty, practical significance) and the validity of the results and conclusions (research design, correctness of statistical data processing). Manuscripts of other types are reviewed only according to the subject area.
- The editorial board provides peer review of all manuscripts in accordance with the demands of Higher Attestation Commission of Russian Federation to periodicals in which main results of theses for academic titles Candidate of Medical Sciences and Doctor of Medical Sciences are published. Articles are reviewed by members of editorial board and editorial council and also by invited reviewers (Russian and international experts in corresponding areas of life sciences). All reviewers are acknowledged experts, with publications on the theme of reviewed article (not older than 3 years). Articles are also reviewed by competent specialists in the field of research and statistical validity of the conclusions of authors. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at reviewer’s request.
- A reviewer has the right to refuse if there is a conflict of interest, which can affect perception and interpretation of a manuscript material. A reviewer is expected to present the editorial board with one of the following recommendations (each decision of a reviewer should be justified):
- to accept the paper in its present state;
- to invite the author to revise their manuscript to address specific concerns before final decision is reached;
- that final decision should be reached following further reviewing by another specialist;
- to reject the manuscript outright. - If a reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
- We politely request that the editor be notified verbally or in writing that the author decides to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly. In this case the notification is being sent to the authors.
- If authors and reviewers have insoluble contradictions, the editorial board has the right to send a manuscript to the additional reviewing. In such conflict situations, chief editor makes the final decision during the editorial board meeting (in accordance with the recommendations of reviewers).
- The editors carry out no more than 3 rounds of reviewing. When even after three times of improvement the editors and reviewers still have substantive remarks, the manuscript publication cancels and the notification is being sent to the authors. In case of a negative review by the reviewer, the manuscript is sent for independent review to another specialist.
- The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and notifies the authors of their decision via e-mail (includes reviews and the reasons for refusal).
- Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, chief editor rules final solution of every conflict.
- Manuscript reviews are not being published in an open access and used only inside the internal document flow of the editorial office and during communication with the authors. Copies of reviews could be sent to the Ministry of Education and Science of the Russian Federation after the request.
Indexation
Manuscripts in "Siberian Journal of Clinical and Experimental Medicine" (Sibirskij Zurnal Kliniceskoj i Eksperimentalʹnoj Mediciny) are indexed by several systems:
- Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru). The journal has been included in the RSCI core.
- Scopus (Q4) - international database of limited editions.
- Russian Scientific Citation Index - the former national segment of Web of Science, now a stand-alone national database.
- Google Scholar - free search system that indexes the full text of scientific publications from most peer-reviewed online journals in Europe and America.

As a recognized scholarly journal, Siberian Journal of Clinical and Experimental Medicine is committed to promoting high ethical standards throughout all stages of the publication process.
These guidelines describe the publishing ethics responsibilities of the authors, peer reviewers, and editors of Siberian Journal of Clinical and Experimental Medicine. The Journal follows the recommendations of the Committee on Publication Ethics (COPE); a global not-for-profit organization providing support to publishers and editors to achieve high standards in publishing integrity. We are in line with the principles of professional associations including the International Committee of Medical Journal Editors (ICJME) and the World Association of Medical Editors (WAME) promoting best practices for medical research conduct and reporting.
All articles submitted for publication to Siberian Journal of Clinical and Experimental Medicine will undergo review and evaluation for originality, ethics, and relevance. Compliance with ethical standards is essential for all parties involved in the publication including the authors, editors, reviewers, and publishers.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
"Siberian Journal of Clinical and Experimental Medicine" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in "Siberian Journal of Clinical and Experimental Medicine", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Siberian Journal of Clinical and Experimental Medicine" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
